Technical and Managerial Capacity Assessment of Routine Immunization staff of National Primary Health Care Development Agency (NPHCDA) in FCT for Clinton Health Access Initiative (CHAI) (2015)

Immunization coverage is one of the indicators used to monitor progress towards the achievement of Millennium Development Goal (MDG) 4 and the reduction of child morbidity and mortality, as it is one of the most cost-effective public health interventions for reaching these goals.

Poor accountability, inadequate funding allocation, and poor integration between and within the tiers of Government have prevented Nigeria from achieving its National Routine immunization (RI) coverage target of 80%. Nonetheless, the National Health Act’s (NHA) (2014) clear delineation of responsibilities to the different tiers of government, provides a glimmer of hope for addressing the numerous factors mitigating Nigeria’s efforts to achieve this target.

The federal level [through National Primary Health Care Development Agency (NPHCDA)] is responsible for policy direction, mobilization of resources, and general regulation of sub-national levels of care.

However, the agency’s ability to provide effective oversight, as articulated within the NHA (2014); depends on the technical and managerial capacity of its staff. More so, this need for staff with optimum technical and managerial capacity is especially important within NPHCDA’s RI department because of RI’s strategic importance to Nigeria’s health care system.
